Why does this harness work for beagles?

Beagles have a wide, deep chest and a slim neck: with most harnesses, the size that fits the chest is too loose at the neck, so he backs out. Ours adjusts separately at the neck and the chest for a secure fit, and its Y-front plate keeps the throat free.
